When employee submits a skill level change, the manager does not know what the old value was

Goals
Once the employee has set up the goals, the screen should be locked. No one should edit the goals once saved, otherwise if employee has set up the goals and manager has accidentally deleted or edited the goals, how will the employee come to know.

Add entity for Measurement (HcmMeasurementDetail)
There is no entity available for the measurement details on a goal. This will be very beneficial for customers to be able to report on measurements.
