When workflow is turned on for performance reviews, then an employee submits a change to a skill, and sets a new value, the manager will receive this request, but they wont know what the original skill level was.

it would be more user friendly to have workflow comments, the original skill level and the requested skill level included in the Related information section.
The only alternative is having the users go to the Workflow history, but it's an extra step that no one prefers.

The manager must see the skill level, which change is needed. Otherwise he/she will have an unnecessery visit to the system (other area) and it take time.
