Currently, when Begin button is pressed, the manager is locked out of the review and cannot view or edit content until employee submits the review to the manager. In some cases, companies do not follow this style and wish for the review to remain "open" the whole year with the "end-year" review process to start with the manager, not with the manager being locked out. The review workflow should be a little more flexible in the first phase left for users to determine, who starts the workflow (who sees the Begin button), who is locked out if anybody, and who has the review assigned first. Example after the Review had been opened for the whole year and both parties were able to contribute: 1. Manager presses the BEGIN button 2. Manager and employee see the review and can contribute (or only manager can contribute) 3. Manager submits the review to the employee after the ratings and comments are done 4. Employee signs-off the review (they have entered their comments etc. before the end-year review meeting)
