This is achievable currently by enabling the app module for offline rather than enabling users & teams for offline. Reference Documentation: https://learn.microsoft.com/power-apps/mobile/setup-mobile-offline#enable-your-app-for-offline-use
By leveraging this feature each app module can have a unique mobile offline profile, and each user accessing the app module is enablined for offline by default with that offline profile. This avoids the need to manage team membership or manualy add indivudal users to the profile(s).
