Display workflow comments in Review

When workflow is turned on against Review, the comments which user is prompted to enter before they Approve/Reject review (comments section is consistent with other workflows) don't display anywhere apart from Workflow history which is not very user friendly.

Project experience in Competencies

It should be possible to enter 'Project experience' under Competencies for the employee. The possibility is in D365 Finance and Operations - Human Resources, and is missed in D365 for Talent

Completed goals/reviews should not be allowed to delete

As per current design, system is allowing to delete completed reviews and completed goals. These are not supposed to be deleted. Of course we can hide Delete button using security role, at the same time we should enable this button for deleting drafted records/incorrect records.
