As per current design, system is allowing to delete completed reviews and completed goals. These are not supposed to be deleted. Of course we can hide Delete button using security role, at the same time we should enable this button for deleting drafted records/incorrect records.

It's not only delete who must be blocked but aslo the ability to make modification on a review in status Complete (after sign-off from the employee and the manager)
