Ability to change default date to view time off balances

My company uses an accrual award period based on seniority date (start date) for vacation. The same skill can be added to an employee many times

Description of problem: The user can add the same skill with the same skill level many times. There is no check or error messages. The check should be in the Level field (not Skill id or Level type).
