Fixed Term leave pro-ration

When hiring employees who are working on a fixed term contract (the employment end date is populated upon creation), it would be nice for Leave accruals to pro rate the leave amount based on end date as well as start date if possible.

Leave approval should to worker's manager rather than submitter's manager

MAX accrual limit
