There is a way to do this today without any feature enhancements.
You can create a copy of a role (ref: https://learn.microsoft.com/en-us/dynamics365/customer-insights/journeys/admin-users-licenses-roles#create-a-copy-of-a-role) then edit it / remove all non-read privileges. Alternatively, you can create a blank role and only populate the “read” privileges. This is a decision owned and operated by the commerce team. Unfortunately the Dynamics application teams have no ability to control how admin.microsoft.com handles license display in products vs. licenses. I do agree that it is confusing to seperate seat-based license vs. tenant level license display to end users on these two seperate areas when end-users think of licenses as licenses regardless of how the license entitlement works.
