Administer Personal User Settings and Set Defaults (Time Zones and Email Tracking)

I'd like to be able to manage personal user settings and set defaults. Being able to set how email tracking works for all users or particular teams is important. It would also be nice to be able to set timezones by Site/Location it is frustrating to have to set them up by hand.
