Ability to add new titles and make the old 'suspended. to keep history

The requirement we had is to add new job titles and still keep the old ones but restrict/suspend people from using them. At the moment the only option is to delete the old titles but with that we lose history.

Make use of the expiration date in the jobs

As we have in org. management active positions and all positions it would be really useful to have the same lists for the jobs.
