Microsoft Flow Free is a license that is recorgnized by Dynamics 365 as a valid license. So assigning security role is allowed for users with Microsoft Flow Free license, just as allowed for users with any other Dynamics recognized license.

We released this feature as part of the functionality in  Power Platform admin center

Please refer to the following link for more information:

 Currently an admin (powerapps or flow) environment admin can view a report under Analytics-->Power Automate->Connectors tab at https://admin.powerplatform.microsoft.com/analytics/flow  which displays the following - connector name, flow name, flow creator email. A similar report will be soon available for Power Apps under Analytics-->Power Apps-->Connector tab.
