System administrator role with 'View' only access

Currently we have out of box 'System administrator' role but it would be great if we have view only system admin role. so this role will have access to all privileges but with view access. We need this kind of role for internal IT folks for data analysis for troubleshooting purpose.

We have had clients create this and it's super helpful to be able to look around. We need as consultants to be able to verify things without the risk of transacting.
