Unpick feature for individual pick on work

System administrator role with 'View' only access
Currently we have out of box 'System administrator' role but it would be great if we have view only system admin role. so this role will have access to all privileges but with view access. We need this kind of role for internal IT folks for data analysis for troubleshooting purpose.
Restriction to create put work line without location.
Currently system allows to create work with put work line without location on it. Not we cant reverse and cancel that work as put is completed. System should not allow to create work line for put without location.
