Issue: Unable to deactivate mshied_program entity record.

Investigation: The issue is with the else condition in the out of the box MS business rule "On Program Status Change"

IF Program Status equals "Canceled,Archived"

THEN Set Status to "Inactive" Set Status Reason to "Inactive"

ELSE IF Status does not equal "Active"

THEN Set Status to "Active" Set Status Reason to "Active"

As per the MS ticket 2505290050002121, it is advised to deactivate the rule and create a custom rule with the above If condition.

Can the original business rule be fixed or removed if not needed?
