In some manufacturing scenarios, when finished goods don't meet quality parameters, the finished good can be corrected by adding it to the raw materials consumed in a new production of the same item. Currently, NAV/BC doesn't allow a an item to be the output and the consumption. This is a good safety net for planning purposes, but makes re-work difficult.

Examples include:

Medical device manufacturer - produces diabetes testing pack which includes a machine and testing strips that expire. When the testing strips expire, the manufacturer can rework the finished good by consuming it and another set of testing strips to make the same finished good.

Chemical and food manufacturers - Produce product that is slightly out of spec but can be added to the next batch to bring the product back into spec.

We do use this work around, but it is often confusing for the end user. We find we get a lot of help desk calls to remind them how to handle this. I understand it is a circular reference given the current logic, but a BOM marked as "Rework" could also be developed to bypass the level calculations.Further, some organizations do not want the production order components to be edited from a BOM to support their QA requirements.

Kevin, I'm not sure you're right on this one.
A workaround now is to add a routing step "QA" before the item is put on inventory.

This can be done at the production order level, you just add it to the components. Go to the line and components and you can add or change the BOM for the order.
You cannot create a standard Bill of Material with the item as a component. due to circular logic
