We would like the changes to be applied to existing communications using that Content Block. Here is an example: We use a Content Block to display legal information required by our company. When that legal information changes, we do not want to go back and update every single communication using that content block. We want to update the content block once and have it update every communication using it.

This would be very beneficial. The best approach would be if we could choose which emails and journeys, with the specific content blocks, we want to update.

Wow! I had no idea that it wasn't dynamics! This is definitely a need. Content Blocks should be dynamic. Whenever a change is made to the block it should be applied everywhere.

This fits what would be a dynamic content block which is what we need. So that when we update a content block used it updates all emails.

Because of this we removed the copyright year from our footer - it would be far too tedious to update all of our live journeys each year since some journeys span months and would need to be stopped multiple times in order to update the year.

Certainly is basic functionality that should be OOB. We manage hundreds of mails with several parts on common that if you need to change will be a chinese work.

I think, this would be another category of content block. We still need the once that will not change in assets that are using them. But yeah, we also require a content block type that updates also in live assets.
@Stephani, for the footer issue I can recommend to bind the legal elements to the content settings and pull them dynamically. This way, once you change the content settings, new emails will always have the current information without touching the content block itself.
