-Do you want to update the sales quote with a customer template?
The second question appear only if the answer on the first question was negative. The second question is new as it was introduced with some of the CUs in NAV 2018 or 2017 and bring a lot of confusion for users. They normally do not know what does the question means as they already answered the first one. The meaning of the second question determines wheter the Customer Template will be applied to the quote without creation of the customer. So following scenarios are possible:
1. Create a quote and a customer using template
2. Create a quote without a customer using template
3. Create a quote without a customer without using template
In our case our customer always want to create a quote without a customer as this will be created as some later point in time and without template as the template can be selected manually on the quote. Therefore two confusing questions are not needed.
Comments
It is possible to create Sales Quotes for Contacts that are not Customers from the Contact list. This same logic should be used for creating a quote for a contact that is not setup as a customer from the opportunity card.
We don't want contacts getting added as customers just because our sales team quoted them.

You can't create a quote without template or customer. So 3. is not possible because of missing VAT and posting information.
So in my opinion al these questions a useless.
If you select a contact which has no customer then the template selection should apear, because it's strongly required.
