Plugin trace logs does not get generated when plugin is registered in None mode & only gets generated for sandbox mode

I was a bit surprised that this was not the case. The SDK was not very clear about this and found out by testing.

Yes, yes, yes... I don't get the general idea about having this disabled for plugins outside the sandbox. Could someone @Microsoft please elaborate?
