Currently, in Dynamics 365 Customer Insights - Journeys, when using a non-restrictive Compliance Profile, the segment builder does not allow targeting contacts/leads who have explicitly opted into a Purpose or Topic. The available options for Purpose/Topic are limited to 'Will Send' and 'Will Not Send'.


On a non-restrictive model, selecting 'Will Send' includes both:

  • Contacts who have explicitly opted in, and
  • Contacts whose consent status is “Not Set” on their contact point consent record.


This behaviour prevents marketers from creating segments that exclusively target contacts with explicit opt-in consent, which is critical for compliance and precision targeting.
