Frankly, telemetry / Azure insight analysis is not useful. Only Admin / certain delegated users can see / access to the admin centre / Azure. However, job queue being a functional feature, global/BC admin cannot restart / set status to ready on behalf. We will still need the functional users / job queue owners to restart / set the respective job queue to ready. Some job queues are mission critical and time sensitive and require immediate actions. Please consider implementing a proper job queue failure notification in BC.
