This could potentially be done in Flow, however, we have had requests for Customer/s for fully customisable email alerts for any action in the system (this is present in most AU HRMs). eg email notifications for changes to records like a goal, notification to both employee and manager. This is being requested as a Administrator Set up function and not the current alert function per user ie a Global Set up for email alerts.
