For example, if a product has 20 colors of an item, and a new version is created with 20 colors, the user could run this utility to change all 20 colors of the old version to "End of life" or "Obsolete" and all 20 colors of the new version to "Active". Since lifecycle state is more of an operational decision it makes sense to have this available outside of the ECO process.

If this could be achieved withing the Engineering versions overview (via released product > Engineering version), select multiple records and then enable 'activate' or 'deactivate' button, 'change product lifecycle', that should already do the trick. Don't think it is needed across different products so enabling this in this form should be fine!
