Users are able to configure Review templates. Goals, Measurements, Competencies, Activities etc. can be added to a Review template. It would be very helpful, if each of these elements added to the Review template could be marked so it is not possible for these to be removed from the review once the review is assigned to a worker. Example would be a "mandatory" goal, which cannot be removed form the Review, but other, manually added goals, can be. When adding the "mandatory" goal to the review template, this goal would be marked as 'fixed' or 'cannot be removed' which would prevent managers or employees from removing it from the assigned review. Security can go only as far since you can either allow or not allow users to remove all/any of the goals from the review regardless of their origin.
