Allow Segment based on Dynamic Marketing List

Due to the "number of hops" we cannot access a certain group of Contacts within a segment. Allow the creation of a Segment from a DYNAMIC Marketing List, not just Static.

We can create the marketing list dynamic logic in the dynamics segment.
