If there is a workflow for personnel action with an approval item where two or more users (which are part of an user group) must take an action and if no action is taken by them, then work item will be escalated to another user. Once they are escalated to the same user, the system creates several work items for the same action since the escalation from each user is treated independently. This could create a list of 10 work items which are the same and once one is actioned, the rest will disappear.
