To comply with EU region requirements, it is crucial to enable the submission of two similar sub-categories within the same category using the same start date. This feature will enhance compliance and streamline processes for users operating under EU regulations.

In many EU countries, users need to submit sub-categories with the same start date but different VAT rates. Therefore, it is essential to disregard the start date condition when submitting expense reports. Implementing this feature will ensure that users can meet regulatory requirements efficiently, reduce administrative overhead, and improve data accuracy.

We need to include an option to set an expiration for the carry forward balance. Currently, in the Leave type settings, there is an option to designate a leave type as a carry forward leave type. We need to add an expiry rule so that the carry forward balances are only available for a certain period of time.
