Instead of starting with legal entity populated on new timesheet line, allow worker to select the project dropdown first and be able to choose from any project across all legal entities.

I think this is critical - same as Josh's users, our users are spread across multiple countries (and therefore multiple legal entities) yet work on projects globally without knowing/caring which legal entity 'owns' the project.
