Change the format of the Excel file of the user license estimator report to be dynamic.

The current format does not allow the user to run any analysis because this is a static report. The report should allow to make an analysis, on how many users are using many or low license types of the new license model. As this report is a static one, it can't be merged to Power BI reporting.

Thank you for your suggestion. Moving the idea to the more appriorate category since it is not Organization- but Dynamics 365 corss-apps System administration related.
