There should be a discount type that enables Threshold type discounts with the ability to mix and match the products.
Many retailers would like to offer discounts such as: "Buy 2 or more products, get 30% off".
This is not possible to achieve without using categories/supplementary categories.
The discount will apply for every product bought after 2 item. Not only the 2, 4, 6th product as with current functionality in a mix and match discount with line group 2.

Threshold discount is not a good fit for this scenario. Given the discount qualification criteria is based on the purchase quantity, you should use quantity discount to achieve this. Quantity discount supports tiered percentage off. - Boyce Zhu, Principal Product Manager for Dynamics 365 Commerce
