You cannot add coupons to quotations on POS, also even if you convert that quote to an order it does not work, the error message is quite clear "Coupons are not supported on sales quotations"

The idea here is to remove the restriction on quotations and to allow all of the coupon functionality on quotations and quote origin orders.

All other discount functionality is available on POS so it makes sense to unlock coupons too.
