In a new sales order page, it's better to make users set the header first, then fill in the lines. Otherwise, users will fill in the lines and forget about the headers, then get the warning to fill in the blanks in the header. Sometimes, users can oversee the message and make the values in the header overwrite the values in the lines and get another warning or error messages. Thus, we are thinking of design the page to make user set the header first, then fill in the lines.

Unfortunately based on the information in your idea, we cannot rightfully assess the nature of it.  We simply do not udnerstand what is meant by setting the header first, and then fill in the lines. In the standard SCM Sales Order design, you always need first to fill in the header information before pproceeding with line entry. Never wise versa.
