Whenever a methodology is edited, and one wants to move a phase or task up or down in the list, every time the up or down button is clicked, the selected phase/task is un-checked. To move a phase/task up or down multiple times you have to re-select the phase/task before clicking the up/down arrow every time.

Instead, the selected phase/task should remain selected after clicking the up/down arrow.
