When a user is disabled in the system anyone who is listed as a preparer for that person under purchase requisition permissions can still submit new PR's for the disabled user. Currently we have to manually check and expire all preparer authorizations when a user is disabled.

Ideally this would be a systematically controlled piece that would stop the preparer from being able to create a PR for any user that has been disabled in the system.
