Dynamics 365 Intercompany department budget transfer public institutions

Wish there is an option to easily process inter-company department budget transfer from and/or to public institutions, for purpose of eligibility adjustment, rather then potentially featuring a budget payment back to treasury for remaining budget or budget not utilized.
