The grid ribbon appears to be a direct port of the CRM 2011 ribbon, where New, Edit, Activate etc are at the leftmost of the ribbon.
This ordering pushes all of the most frequently used functions into the ellipsis. This new display is also very "jumpy" due to the display rules for 'no selected', 'one selected', and 'more than one selected'. An option that in some cases is visible in the first 5, can become buried if records are selected (or not).

Additionally, the logic of "people can only remember 5 items" is silly. This "design principal" does not apply in this case; in fact it could be used as an argument against the current display-if people can only remember 5 things, they should all be visible so people can see them. This is why Microsoft created the Ribbon in the first place.

If this functionality is to remain, I would suggest that some intelligence is put into the ordering of items. (How often are people Activating/Deactivating accounts?)
