Currently, by design it is not possible to share or export&import AXTR files, diagrams, VSO or ADO Work items across different LCS regions. 

In the same LCS region, this is done by publishing BPM libraries as corporate libraries, which can be accessed from different LCS project in the same region, and this includes AXTR files, diagrams, VSO or ADO Work items

However, BPM libraries published as corporate libraries in one LCS region, will not be accessible from LCS projects in another region by design.

As a workaround, one can try to export&import the BPM libraries with excel, however these exports only include process/line as per the design. AXTR files, diagrams, VSO or ADO Work items that are associated with the process will not be migrated/imported

This leaves us in a situation where currently, there is no possible way of sharing/moving/exporting&importing AXTR files, diagrams, VSO or ADO Work items across different LCS regions. The only solution is to re-create these manually.
