At the moment the system is generating a benefit statement for ALL employees in the system when the worker field is blank. It is generating a report for every employee even if they are not enrolled in benefits. This causes the system to lag and it sometimes fails to create a zip file at all. To be more efficient, the system should only generate reports for employee enrolled in benefits or at least had a parameter to drive it.
