Currently, for approval mailbox, it's required to log-in with a Global Administrator or Exchange Online Administrator account.
Microsoft provides an alternative approach by allowing mailbox approval to be delegated to users who are assigned the Delegated Mailbox Approver role. This role can be granted by a Global or Exchange Administrator. Once assigned, the delegated user can approve mailboxes for email sending and synchronization without needing elevated privileges.
However, both of them are environment-level settings, we need a tenant-level setting since we have a lot of environments to streamline process
