In CRM 2011 UR 13, it is possible to create a new record with a business required field and save it without entering any data. This occurs when the business requred field is read-only.

Steps to reproduce.

1. Make the Primary Contact field business required on the Account form.
2. Change security role so Contact is read-only.
3. Open Account form and confirm Primary Contact is a required field and greyed out (Read-Only).
4a. Save record without entering data for Primary Contact.
4b. Create new account and do not enter data for Primary Contact.
