The option to pin the App for Outlook is available only for Exchange Online.
Due to having a lot of customers based in Germany, and with them having acting regulation to keep their data withing Germany, we have a lot customers with On premise Exchange.
The Pin Option would be a lot useful for many of them and will easy up the access a lot.
