It may be beneficial to enhance the RFQ visibility controls so that RFQs marked as "Bidding by Invitation Only" are completely hidden from vendors who have not been invited to participate.

Proposed Behavior:

• When the "Bidding by Invitation Only" checkbox is selected for an RFQ, only invited vendors should be able to view the RFQ.
• Vendors who are not invited should have no visibility whatsoever of the RFQ.

This enhancement would align the system behavior with the expected business requirement that invitation-only RFQs remain accessible exclusively to invited vendors.
