Currently ProjOps evaluates NTE limits on Project Approvals (later PA) but no enforcement logic is built it. To avoid non-compliant transactions from becoming UB Sales/Cost Actuals, it is necessary to enforce NTE validation on PA. It would be desirable to:

- Evaluate all PA records against a set NTE
- Enforce NTE validation to block approval of records that exceed a set NTE limit
- Allow for reset and re-evaluation of NTE status
- Preferably allow enforcement at PA to be based on a set parameter, under the Project Parameter entity.
