You are not able to perform Budget control in Projects as expected, because 'Sales tax amount' is controlled as well. I mean sales tax amount is budgeted controlled as well. It should not be controlled. Budget control should include only Purchase requisition cost. For example. If Project cost is $100 USD and Tax is 8%. Project budget will should be 108 USD. The standard of handling taxes in all modules should be standard.
