When you highlight a User's Security Role assignment in System Admin > Users, and click Assign Organizations, you have the option to selectively choose which organization the said Security Role applies. If you have a long list of Legal Entities, it is a quite cumbersome process because you have to select the legal entity, then scroll down to bottom of list to click Grant and scroll back up to select others. There are 2 scroll bars showing on the right, one belonging to the List Control and the other the Browser and it's not real clean. Ideally, allow a Legal Entity to be selected and added to the Granted list in the same operation, without having to scroll.
