When the CRM organization is affected with the Service Interruption incident then the only option to get information about the Service Interruption in to check the Health Dashboard in Office 365 portal.

Ask :

During the Service Interruption event, an email notification should be sent out to the global administrators\system administrators of the affected CRM organization.
