You should be able to export personalisations in bulk, and then import them in bulk too.
When new users join the organisation, HR are forced to apply personalisations one at a time, which takes too long.

With the release of Saved views you can now publish personalization to specific security roles, reducing the need to individually add personalizations when new employees are onboarded. See documentation here.
