Currently, the units of measure used for counting is set at a global level by Unit Sequence Group. If the Unit Sequence group specified to count in 1 unit, then all warehouses follow that setting. If the item comes in Cases and Pallets, the warehouse should be able to configure if they count by both units, or just the lowest unit of measure.

We have 1 warehouse of 3 that does not want to count in pallets, so we cannot enable that for the other 2 and all 3 must count in only cases. Each warehouse is different and so they should be able to control how their cycle counting is managed. There could be a global setting, but the ability to override should be possible.
