Currently in a hierarchical business unit setup where we have the following BU structure:
-Sweden
|--- Swedish Branch A
ĺ--- Swedish Branch B
and when separate compliance profiles are to be used for Branch A and Branch B, it is not possible for a user that is handling both branches (customer care representative responsible for entire Sweden and assigned to the parent business unit: Sweden) to create a new consent record as when they select one of the branch specific compliance profiles they will get a following error:
The selected Compliance profile is not a part of the Business unit chosen. Please choose a Compliance profile from the selected Business unit.
Since contact record creation forms are not customisable there is little we can do other than providing a completely custom UI for this. It should be enough to have a simple rule that would copy the business unit from the compliance profile in existing forms.

Assuming that you already have Business Unit Scoping for real-time journeys turned on, you can turn on modernized business unit too (through Power Platform Admin center; feature called "Record ownership across business units") and the user should be able to select the specific business unit for which the consent record should be created.
