Duplicate the functionality, security and data entities for Employees modelling on a new worker types called 'Volunteer'. Change Employee Self Service to 'Self Service', Employee Development module to 'Development' Change license for volunteers. Suggest no more than 25% of team member licence.

Would like to emphasize this, and add a worker type for Retiree's as well. Many Public Sector, Non-Profit, and Higher Education require this to continue insuring retirees post employment.

This is a nice idea and should be put up there for development. It has tremendous potential for Public-Sector, Non-Profit, and such like.
Having a separate set of privileges and duties with an appropriate role goes a long way in making the solution useful to all potential customers.
